How the US Air Force leadership wants to improve the quality of life in the military

The U.S. Air Force understands that the quality of life of its soldiers and their families is fundamental. On Aug. 13, Alex Wagner, the assistant secretary of the Air Force for manpower and reserve affairs, Chief Master Sgt. of the Space Force John Bentivegna and Chief Master Sgt. of the Air Force David Flosi met and hosted a fireside chat about improving the well-being of soldiers and their families across the two services. Quality of life is always fundamental for any organization to be able to effectively recruit, retain and operate personnel. This is one reason why Congress requires the Air Force to do things like look for ways to make the B-52 bomber more comfortable.

Each of the three senior leaders acknowledged that the Air Force and Space Force must address quality of life issues to “succeed in today’s complex warfare environment.” They also explained how the Air Force and Space Force are working to implement policies and develop a culture that ensures the quality of life for all Soldiers.

“Quality of life means creating conditions for Soldiers, Soldier leaders and their families to be successful. That is fundamental. We can’t talk about readiness without getting those conditions right… It is an essential part of what every single Soldier needs and we are absolutely focused on getting it right.” – David Flosi


Much was said about more general measures than specific ones. However, it was mentioned that the Department of Defense recently implemented Cold Weather Assignment Incentive Pay for seven locations. It was also said that the force is working to address financial issues facing Airmen and Guardians. The fireside chat also discussed recruiting efforts, spouse employment and promoting the identity of what it means to be Airmen and Guardians.but the overriding theme was the care of airmen, guards and their families.

They also discussed the great power competition the Air Force currently finds itself in. The three leaders said the Air Force and Space Force must develop a “new mindset” based on the readiness and resilience of Airmen and Guardians to deter and defeat a nearly equal adversary.

Quality of life management in the Air Force

Managing such huge and complicated organizations as the Air Force and Space Force is never an easy task. Even the creation of the Space Force from the Air Force in 2020 faced many challenges. In May 2024, a request to transfer Air National Guardsmen involved in space missions faced opposition from as many as 70% of the Guardsmen. The Guardsmen expressed concerns about stability and disruption in their personal lives, and some said at the time they would rather resign than be transferred to the Space Force.

The Air Force’s fiscal year 2025 budget request, meanwhile, was “tough but responsible.” While it only proposed a modest 1.1 percent spending increase, it included $42.9 billion to improve the quality of life of Air Force officers and employees. It included a 4.5 percent pay increase and an additional $1.1 billion for bonus and retention programs for 118,000 highly skilled professionals.
