El Paso County votes to put 3 million quality of life bond on November ballot

The El Paso County District Court voted Monday to put a multi-million dollar quality of life bond issue on the ballot in November.

The Commissioners voted unanimously.

The total amount for the county’s quality of life bond will cost taxpayers $323.8 million.

The proposed package consists of the five proposals listed below:

  • Parks and Recreation
  • Office of the Coroner
  • Courthouse, outbuildings and associated outbuildings
  • District Colosseum
  • Animal shelter

If approved, this bond would provide improvements for all categories and, for some, potentially new infrastructure or facilities.

If voters approve the $323.8 million bond in November, the tax rate would increase by three cents, which would cost $5.02 a month, or $60 a year for a taxpayer with a home valued at $200,956.

This rating is based on the average home value in El Paso County in 2024.

The County originally considered approximately 100 projects for this bond project, but after citizen and advisory committee input, the County recommended the above list.

The county held 24 public meetings, made approximately 20 impromptu presentations, established citizen initiative committees, held four Commissioners Court capital planning workshops, and conducted nine Bond Advisory Committee (BoAC) meetings leading to this recommended bond project.

The election will take place on November 5th and will allow voters to make their decision.
