Carrie Mitchell identified as victim of Houston bus crash during Montgomery County chase allegedly involving Joseph Jebbia

HOUSTON, Texas (KTRK) – Eyewitness News learned Monday that the woman killed when a suspect in a Montgomery County chase crashed at a north Houston bus stop along the North Freeway was a 61-year-old mother.

The Harris County Institute of Forensic Sciences identified the victim who died near West Road last Wednesday afternoon as Carrie Mitchell.

Mitchell’s identification came the same day that Joseph Jebbia, the man accused of striking another vehicle that plowed into Mitchell during a high-speed chase, appeared in 174th District Court on charges of murder and aggravated kidnapping. He was also charged with illegal possession of a firearm and body armor.

Jebbia is being held at the Harris County Jaws on bail totaling $1.2 million.

“It hit me hard,” Keandra Bogan, Mitchell’s daughter, told ABC13.

According to police, Montgomery County officers attempted to stop Jebbia, 43, on outstanding warrants as he sped onto Interstate 45. Jebbia, driving a red Chevy Tahoe, ran a red light and struck a white vehicle, causing it to hit the curb and Mitchell.

“The coroner kept saying ‘Carrie Mitchell’ and I thought, ‘There are a lot of Carrie Mitchells out there. That’s not my mother,'” Bogan said.

Bogan asked the coroner’s office if the woman had been found with a clear blue backpack that her mother always carries with her.

Unfortunately the answer was yes.

“I just couldn’t believe it. She always keeps to herself and gets involved in a chase,” Bogan said incredulously.

According to authorities, after killing Mitchell, Jebbia continued driving, encountered a Montgomery County police officer and eventually stopped in the Willowbrook area, where he surrendered.

ABC13 spoke to the driver who hit Jebbia on her way home. The driver, who asked to remain anonymous, said he was unaware that the woman was hit by the impact seconds after the crash. The driver was disappointed to hear that authorities had labeled Jebbia a “career criminal.”

“He was involved in bad things and unfortunately innocent people had to pay for it,” the man said.

Bogan told Eyewitness News that she questions the decision to pursue Jebbia in such a high-traffic area.

The Montgomery County Sheriff’s Office stated that this falls under the pursuit policy, which states:

“The commissioned members of this Sheriff’s Office are expected to make reasonable efforts to apprehend lawbreakers who attempt to evade apprehension or arrest. A deputy or supervisor may terminate a pursuit at any time in his or her discretion.”

However, Bogan said they knew Jebbia and wondered why they couldn’t have caught up with him further away.

She said she is trying to stay strong while she considers whether to take legal action.

“I’m coping because I go to church regularly and my church has prayed for me,” Bogan said.

According to Bogan, Mitchell had faith in abundance.

She said her mother was a light and often expressed herself through music.

And according to Bogan, her vegetarian diet was also a big part of her personality.

“I knew she would live to be 100 because she was a health fanatic,” Bogan said.

Tragically, Bogan’s prophecy did not come true.

When asked if she held a grudge against Jebbia, she said: “At first I was angry, but because my grandmother and my mother raised me properly in the church, I forgive him.”
