Largest affordable housing project in San Mateo County history passes key financing step

The Midway Village property was originally used to house a gas plant, which was later relocated just north of the project site. During World War II, the federal government used part of the land to house naval officers.

In 1977, the Midway Village housing complex was built on this site with 150 apartments for low-income families. The current plan calls for the renovation of these now outdated and dilapidated apartments and the construction of 405 new apartments.

“This is obviously a dramatic increase in the use of this site – we are expanding the number of apartments from 150 to 555,” said Matt Franklin, CEO of affordable housing developer MidPen Housing. “Daly City has been tremendously supportive of this development.”

Officials are counting on Midway Village to help Daly City meet its share of 4,838 new homes, part of the state’s mandate for cities in San Mateo County to build more than 47,000 new homes by 2031.

Construction has already been completed on the first phase of the multi-phase project, which will include 147 apartments for people earning between 15 and 60 percent of the area median income, or $114,910 per year.

Tenants, many of whom lived in the 1970s-era homes, moved into the renovated units in May. The next phase of construction, beginning in March, will include 113 affordable apartments and a daycare center for more than 100 children.
