Jerome County mother wanted for custody violation of her 7-year-old daughter

JEROME, Idaho (KMVT/KSVT) – The Jerome County Sheriff’s Office is looking for a mother and child for custody violations involving a child.

According to Police Chief Gary Taylor, the mother, 42-year-old Jessica McConnell, was supposed to return her daughter, 7-year-old Edna Ann Penrose, to her father as part of a joint custody agreement.

McConnell left Idaho for Washington with Penrose on July 15, Taylor said. She was due to return on July 24 and hand over custody on July 26.

The sheriff’s office contacted McConnell on July 27 and the father was able to speak with Penrose, Taylor said. McConnell said during the phone call that she would not return to Idaho. Authorities in Washington contacted the grandmother but did not find McConnell or Penrose.

The Jerome County District Court issued an arrest warrant for McConnell and charged her with false imprisonment, according to court documents filed July 29. Her bail is set at $10,000.

McConnell may be in Oregon and local authorities have alerted the state’s law enforcement, Taylor said.
