Orange County sues Viet American Society for misusing millions in federal funds – NBC Los Angeles

Orange County is suing a nonprofit organization and its representatives, alleging that the group misused millions of dollars in federal funds for private purposes.

The lawsuit alleged that the Viet American Society spent over $10 million on purchasing several homes and making cash withdrawals.

The money was intended to help seniors during the pandemic, according to a lawsuit filed Thursday in Orange County Superior Court.

One of the defendants named in the lawsuit is Rhiannon Do, the daughter of Orange County Executive Andrew Do.

The 39-page complaint details what county investigators discovered about how VAS received several million dollars in pandemic relief funds that were used to provide meals to seniors and the disabled in the Vietnamese community.

The lawsuit came after two supervisors, including Katrina Foley, called for an audit of the group’s public funding.

“The funds were used for personal expenses, including purchasing real estate, rather than serving the needs of the Vietnamese community,” said Foley, who represents the Fifth District. “We worked very hard to help them do the right thing and prove that the funds were used for their intended purpose, which was to help people.”

The lawsuit alleged that VAS officials used public funds to purchase at least six homes in Orange County, including in Garden Grove, Buena Park, Fountain Valley and Santa Ana.

The complaint also listed a $1 million payment to the group to build a veterans memorial.

“According to our investigators, they cannot prove that they used the funds for those purposes. And since there is no memorial, we know that did not happen,” Foley said.

The lawsuit requires the Viet American Society to repay the county $10.4 million.

NBC4 reached out to Supervisor Do’s office and VAS’s attorney for comment but did not receive a response.
