Sheboygan County plans 32-acre residential development

PLYMOUTH, Wisconsin – The Sheboygan County Economic Development Corporation wants to build a housing development on a 32-acre site in Plymouth, Wisconsin.

Details on the scope of development will be finalized in the next few months as the SCEDC and the city of Plymouth work together, officials with the nonprofit said. The SCEDC has applied for a rezoning of the property, and construction is scheduled to begin in late 2025 or early 2026, officials added.

This will be the third subdivision to be completed under the SCEDC housing initiative, which is funded by the Forward Fund, which the nonprofit created to increase homeownership rates in the county, officials said. Companies that have donated to the fund include Johnsonville, Kohler Co., Masters Gallery Foods, Inc. and Sargento, officials added.

“SCEDC is committed to helping both our communities and our businesses grow,” said Brian Doudna, SCEDC executive director, in a statement.

“The Forward Fund is designed to address some of the barriers in the current housing market that were created during the Great Recession,” Doudna said. “Sheboygan County simply needs more single-family homes that are available and affordable for residents who want to buy a home and that will also attract new working families who want to work and live here,” he added.

Officials said Sheboygan County also used $2 million in American Rescue Plan Act funds to advance the housing program.

The first project supported by the Forward Fund is Founders’ Pointe, a 54-home residential community in Sheboygan Falls. Construction on Founders’ Pointe began in May 2023, and construction on SCEDC’s second community, the Founders’ Pointe Neighborhood, will begin in the fall.

The 32-acre site will be home to single-family homes and there could also be plenty of room for other housing options available to outside developers, officials said. The Forward Fund funds can only be used to build entry-level single-family homes, officials added.
