Twenty-year-old man charged after fatal double accident

A 20-year-old man from Elkridge, MD, has been indicted by a Montgomery County grand jury in connection with a fatal crash in 2023 at Montrose Road and Hitching Post Lane in Rockville.

According to Montgomery County Police, “Jean Pierre Velasco, 20, appeared in Montgomery County District Court on Friday, July 26, 2024 and was charged with two counts of negligent homicide by motor vehicle, two counts of homicide by motor vehicle while under the influence of alcohol, and two counts of homicide by motor vehicle while under the influence of alcohol.

On Saturday, March 4, 2023, at approximately 4:07 a.m., the Montgomery County Police and Fire Department responded to a crash involving a black 2012 Infiniti G37 on Montrose Road at the intersection with Hitching Post Lane in Rockville.

Leslie Kristin Ventura, 19, of Germantown, was pronounced dead at the scene. A second passenger, 19-year-old Kailey Briana Vigil, of Rockville, was taken to a nearby hospital in critical condition, where she succumbed to her injuries and died on Monday, March 6.

During the course of the Collision Reconstruction Unit’s investigation, it was determined that Velasco was responsible for the accident. Velasco was released on unsecured bail.
