4-year-old kidnapped, police chase through Canon City

CANON CITY, Colorado (KKTV) – On Wednesday afternoon, Canon City Police were called to a kidnapping.

Police arrived at the 900 block of N. Orchard Avenue, near the Mountain View Skate Park, where a social services social worker told police that 33-year-old Ashley Proctor was with her four-year-old child on a court-ordered visitation restraining order when she attacked the social worker, grabbed the child and fled the scene with the child in the car.

According to police, she led the two on a chase through several residential areas and onto Highway 50. According to police, Proctor attempted to turn onto Skyline Drive when police performed a PIT maneuver, preventing Proctor from taking the child any further away.

Proctor, the 4-year-old and the social worker were treated for minor injuries, as was a 9-month-old puppy who was also in the car. Police say the puppy was treated at a Colorado Springs animal hospital and released with minor injuries.

Proctor’s child was taken from her just weeks before the incident due to safety concerns, police said. She was charged with 17 counts, including attempted murder, kidnapping, child abuse with bodily harm, cruelty to animals and more.

“The officers’ decision to execute a maneuver to end a dangerous pursuit before the vehicle with a small child inside could be driven onto a dangerous roadway was calculated and was intentionally executed to reduce the risk of serious injury or death to the occupants, which would likely have resulted had the pursuit continued,” Canon City police said.
